STEM OPT is a focused extension question within USIVA’s broader all-visa directory. The planning record has to connect the qualifying degree, the employer, the work-based training, and the reporting process. A technology-sounding title or a general promise of mentorship is not enough to establish those facts.

Start with the official sources

Use the DHS STEM OPT Hub as the public starting point, alongside the DHS Form I-983 Overview, the current DHS STEM Designated Degree Program List, the ICE Practical Training resource, and the USCIS Form I-765 Instructions. These sources and the DSO determine how the current rules apply. This guide only organizes the questions those authorities need to answer.

Four records must agree

Qualifying degree

Keep the diploma, transcript, school-issued degree and CIP information, and the current STEM list entry used for the discussion. The school’s record and the live official list matter more than a résumé description of the field.

Employer

Record the employer’s legal identity, E-Verify information, worksite, supervisor, compensation, and ability to provide the described training. If a partner or staffing company directs the day-to-day work, include that relationship rather than hiding it behind a brand name.

Training plan

Describe the knowledge to be applied, skills to be developed, learning activities, supervision, resources, evaluation points, and relationship to the qualifying degree. A copied job description does not explain a training relationship.

Reporting record

Assign owners for evaluations, material changes, contact updates, end of employment, and questions about the student record. Keep the current instructions and a dated change log in the same private file.

Describe learning, not a slogan

The Form I-983 Overview describes a plan completed by the student and employer that connects practical training to the qualifying STEM degree and records goals, supervision, and evaluation. For a useful review note, identify:

  • the technical or research knowledge the student will use;
  • the techniques or skills the student is expected to develop;
  • who supervises the work and how feedback occurs;
  • where the work is performed and what resources support it;
  • when evaluations are expected; and
  • how a material change will be reported and reviewed.

If the facts do not support the description, stop and ask the DSO or qualified counsel for an individualized answer. Do not manufacture detail to make a role appear to fit.

Keep a change log

Ask the DSO whether a revised plan, updated record, or other step is required after a new employer, change in employer identity or ownership, new worksite, material change in duties or compensation, substantial change in hours, new supervisor, break in employment, or change in the degree or status record. Remote work also needs a precise description of location, direction, and supervision.

Build an evidence packet without overclaiming

Use Evidence & checklists to index the current degree record, CIP information, EAD and F-1/OPT records, employer facts, role description, degree-relationship note, training plan, supervision and evaluation contacts, and change log. Verify every item against the live official source and the DSO before relying on it. A planning packet is not a universal filing packet.
